
Data Sovereignty Coalition
We are kickstarting a new Data Sovereignty Coalition aiming to create a European sovereign alternative to global hyperscalers.
Code from Finland Association has been building a “coalition of the willing” in Finland to create a European sovereign alternative to global hyperscalers.
The alternative platform is planned to be ecosystem-based and built from interoperable services, instead of the current monolithic, single-vendor platforms.
The coalition has three goals:
1. Ensure that a truly sovereign European alternative and ecosystem are built.
2. Ensure that Finnish companies capture a sizable share of the ecosystem market.
3. Enhance the commercial viability of the solution so that it will be adopted globally, especially in Asia and Africa.
Joining the coalition is free for any Finnish organization, and membership does not require any specific actions. However, it is strongly recommended that your organization contributes value to the rest of the coalition.

Data Sovereignty Coalition Kickoff event on June 10th, 2026
Code from Finland will organize, with the support of AI Finland, a kick-off event on June 10th at 13:00, both at Eteläranta 10 and online. The venue in Eteläranta has space for 60 participants.

Janne Kalliola is the chairman of Code from Finland and the founder and lead consultant of Coonti. He focuses on creating sustainable digital solutions where artificial intelligence, sovereignty, and responsibility are taken into account.

Otto Kässi
Senior researcher, ETLA Economic Research
Institute
Dr Otto Kässi is Research Fellow at the Department of Computer Science, Aalto University, and Senior Researcher at Etla Economic Research Institute, Finland. His current work focuses in particular on digitalsovereignty and the role of public digital infrastructure in supporting productivity growth, innovation, and economic resilience.

David Hästbacka
Associate Professor, Tampere University
D.Sc. (Tech.), Associate Professor (tenure track), Computing Sciences, Information Technology and Communication Sciences
David Hästbacka is an Associate Professor (tenure track) in Software Engineering at Tampere University, leading a research group of 20 persons focusing on software systems architectures, data architectures, and distributed compute platforms spanning IoT, edge and cloud. His research interests are in decentralized software architectures and data architectures in AI-driven systems. Application areas of particular interest include dependable and resilient systems such as energy systems and production environments. He is currently involved in multiple international and national research projects, also in collaboration with industry partners, with funding from Business Finland, Horizon Europe, and Chips JU.
