Data Sovereignty Coalition aims to create a European sovereign alternative to global hyperscalers.
Code from Finland Association has been building a “coalition of the willing” in Finland to create a European sovereign alternative to global hyperscalers.
The alternative platform is planned to be ecosystem-based and built from interoperable services, instead of the current monolithic, single-vendor platforms.
The coalition has three goals:
1. Ensure that a truly sovereign European alternative and ecosystem are built.
2. Ensure that Finnish companies capture a sizable share of the ecosystem market.
3. Enhance the commercial viability of the solution so that it will be adopted globally, especially in Asia and Africa.
Who is the coalition for?
You don’t need to be a software company to join the coalition. If software, data or digital infrastructure plays an important role in your organization – whether you develop technology yourself, employ software developers, procure digital services or depend on them in your operations – the coalition is relevant to you.
We welcome organizations across industries and sectors that want to contribute to a stronger and more sovereign European digital ecosystem.
Joining the coalition is free for any Finnish organization, and membership does not require any specific actions. However, it is strongly recommended that your organization contributes value to the rest of the coalition.

Data Sovereignty Coalition Kickoff event on June 10th, 2026
The Data Sovereignty Coalition was officially launched on June 10th, 2026 at a kickoff event sponsored by AI Finland.
The event brought together companies, organizations, and experts to discuss how Finland and Europe can strengthen their digital sovereignty and build competitive alternatives in cloud, data, and AI infrastructure. We heard inspiring presentations from Otto Kässi (ETLA), David Hästbacka (Tampere University), and Sami Heikkiniemi (Business Finland).
The message throughout the afternoon was clear: Europe has the expertise, technology, and increasingly also the political will and funding needed to strengthen its digital independence. The opportunity is here – but turning it into reality requires coordinated action across the public and private sectors.
The coalition was established to help drive that action. Our goal is to bring together Finnish organizations that want to contribute to a stronger European ecosystem for data, cloud, AI, and open technologies.
The window of opportunity has rarely been as open as it is today. Together, we can help build the next generation of digital infrastructure – more open, innovative, and ecosystem-friendly than today’s dominant global platforms.
